* Fix #3963 Some further improvements to Y axis in charts

* added 'shortenLabelThreshold' option to the localConfig
* shortenLabel will now get its threshold value from
'shortenLabelThreshold'
* updated tests
* added 5px margin to the left of LineChart
* Fix #3963 update:
* Added shortenChartLabelThreshold cfg option to Widgets and WidgetsBuilder plugins
Deleted the old one. Widgets option influences the widget chart,
WidgetsBuilder influences the preview one
* Added appropriate prop propagation to YAxisLabel component
* tests update
* moved shortenChartLabelThreshold default value for WidgetBuilder from localConfig to defaultProps
* moved shortenChartLabelThreshold form localConfig to defaultProps (Widgets Plugin)
