CI: K8sPolicyTest tests local DNS only

We tested DNS lookups by looking up google.com. While not incorrect,
this requires the DNS stub-resolver to reach out of the cluster which
also tests its behaviour. By using kubernetes.default.svc.cluster.local,
a name that always exists, we avoid dealing with anything outside the
cluster, only testing the test pod and not coredns.
Note that even when the service is not backed it will return an empty
non-error DNS response (bad when later connecting to the domain but
adequate to test DNS itself).
