Deduplicate notifications using hazelcast

When hazelcast is used the notifications are deduplicated via a
distributed hazelcast map storing the last sent notifications.
There is no leading instance. Just the instance coming first will
trigger the notifiers. The other instances will back off and not trigger
the notifications.

closes #1122
