Commit Message

- Verify the system tags only when updating the software version. This   corresponds to the specs. - Incorporate invalid update payload in the conformance tests. - Rename `mkCertificate` to `signCertificate` to make this consistent with   `signProposal` in `module Cardano.Chain.Update.Proposal`. - Rename `mkProposal` to `unsafeProposal` to be consistent with `module   Cardano.Chain.Delegation.Certificate`. - Do coverage testing of invalid update proposal registrations. - Ignore the local stack yaml lock
