Cache pip directory between builds

`poetry` still uses pip under the hood. By caching pip, we can avoid
downloading packages with each build. This should speed things up
considerably!

Note that the `.travis.yml` for `poetry` itself caches
`~/.cache/pypoetry`, though I think that's just when building poetry
directly.
