relations: update UI and other fixes

* Updated rate limiter config in tests to prevent 429
* CLI now generates relations
* Added support for volume numbers in serials
* Updated ESSelector to require a serializer to be specified
* rename remove_metadata_to to remove_metadata_from
* Relations view now takes a payload or an array of payloads
* Implemented indexer for related records
* Record delete for document/series now also considers relations
* Updated permissions to create/delete relations
* Allow editions between docs and doc multipart
* Fixed edge-cases: relation to itself, delete sibling from sibling
* Updated schema/mappings with relations
* Added edition field in Document/Series
* Removed old RelatedRecords component
* Fixed issue where not all sibling relations were found
