refactor StdLib to support file read/write functions in workflows (#224)

- moves read/write function implementations from task.py to StdLib.py
- introduce filename "virtualization" concept for different access control & translation mechanisms in tasks and workflows
- implement String-to-Int/Float coercion (#198)
