feat: support default command (#236)

Supply run, options, arguments, alias directly to the Cli.
Replace `@unional/logging` by `standard-log`

BREAKING CHANGE: context moved into options

The `CliOption` is renamed to `CliOptions` and simplified.

`context` is moved into `CliOptions`.

Type inference of `Config` and `Context` is improved.
