operator: generate cmdref

Other cilium binaries have a `cmdref` option, which, when provided, generates
the cmdref for the given binary. Provide the same for cilium-operator.

To generate the cmdref output for cilium-operator, run the following command:

```
make -C Documentation/ cmdref
```
