fix(solarcal): Moving loading of solarcal splines out of __init__

In an attempt to minimize all that happens when libraries are first imported, this commit moves the loading of solarcal splines from CSV files out of __init__ and instead loads them up only when the solarcal module that actually uses them is imported.  This should hopefully save us from parsing an extra CSV every time someone drops a ladybug or honeybee component on the Grasshopper canvass.
