feat(comments): upvote and downvote comments (#36)

- implement upvote and downvote functionality for comments
- allow only logged in users vote on a comment
- allow users to upvote and downvote a comment only once
- allow users to change their previous vote
- allow users to retract their vote
- automatically suspend a comment when the difference between downvotes and upvotes is >= 5
