cilium: install transient rules during agent restart

Jaff and Arthur reported that during agent restart while ping test
with low interval is running and trying to reach one of the pods on
the node where the agent is restarting a few dropped packets have
been seen. This is due to Cilium agent reloading its iptables rules,
in particular, the CILIUM_FORWARD chain is affected here since once
removed for a short window we'll be hitting the default DROP policy
in FORWARD. Add a temporary transient chain that keeps basic ACCEPT
rules alive during re-setup until main rules have been set in place.
