Remove isort pre-commit hook

The standard 3rd-party isort pre-commit hook does not work reliably. In
particular, it gives different results than 'make isort', and it's very
difficult to get the two to line up.

At some point in the future, we should write our own isort pre-commit
hook that uses the locally installed version.
