feat(articles): upvote and downvote articles (#31)

- implement upvote and downvote functionality for articles
- only logged in users can vote
- users can upvote or downvote an article only once
- users can change their previous vote
- users can retract their vote
- article is suspended when difference between down votes and upvotes is >= 5
