upgrade all percent-valued fields from integer to floating-point

Integer precision is alright for nfs-shares, but with project-quota
assets, the most common usecase is to have quota track the current
usage, so crititcal_threshold is 100%. In this case, the extra accuracy
of a float64 is beneficial to distinguish the fine differences between
99.9%, 100.0% and 100.1%.
