refactor Env (#184)

Rewrite the WDL.Env data structure to provide a more-Pythonic, less error-prone interface. Environments are immutable linked lists polymorphic in the value type, and most operations are methods on this environment object. Namespaced identifiers are represented as dot-separated strings, making them more straightforward to deal with throughout the codebase.
