Logging refactor (#376)

* Adding logger configs

* remove obsolete reltool files (Rebar3 is now exclusively supporting relx - and so are we)

* Using Logger macros

* Removing the io:format stuff

* Found some sensible(?) default logger settings

* Renaming logging dirs

* Fixing the handler for error counting

*  rebar3 for travis

* Fixing some log messages

* Cleaning up eunit_logs

* Remove non-informative test output

* Update pb_client_cluster_management_SUITE.erl

* Removed lager parse_transform
