Implemented `listUsersGroups` and test (#321)

* Implemented `listUsersGroups` and test

* Fixed query to use `join` instead of doing the joining in the `where` clause

* account for possible policies in listUsersGroups result set; also change resourceTypeName to name in ResourceTypeTable

* stop using indices to extract results from result set; add check in test that duplicate groups are removed; throw exception when inconsistent data found
