Commit Message

consolidated `read_file_from_directory` and `read_file_from_module` and `get_module_path` into `ResourceFile`

This uses `importlib_resources` to load resource files within the package, rather than relying on `__file__`, which can fail for zipped packages.
Also the `handle_error` function has been improved, to better sync with cmdline logging.
