When identifying connection type, allow ALPN to negotiate 1.1

Some tls endpoints which just terminate the connection if they don't
support http2 and you attempt to use ALPN with only h2 specified,
resulting in an `Error: Client network socket disconnected before secure
TLS connection was established` bubbling up to the event loop
