ci(travis): explicitly require PostgreSQL 10

So I poked around in github.com/travis-ci/travis-build, and there's a
bash function that gets called to setup PostgreSQL. If you don't
explicitly specify a version, it looks at the dist you're running and
picks a default. Unfortunately, they don't have a default for bionic.
