Initial implenmention the Data name convention (#4)

Currently this can load the Data Naming Convention (DNC) from the json definiton and various csv lookup files. A name can be validated like so:
```
dnc = DataNameConvention(path_to_dnc_json_definition)
dnc.validate(name_to_test)
```
A present a boolean is returned. No due course this should be ammended to return a data struce which represents all of the metadata embeded in the DNC.

* fix reading csv to work in both py2.7 and py3.x

* specify explict encoding of csv files
