Fixed 3 second delay at the end of test runs (#128)

no issue

- nock responds with timeout events immediately if it detects you're expecting a timeout so that tests can complete quickly
- nock has a bug where the delay timeouts still run in the background
- node will wait for all timeouts to finish before exiting the process (mocha no longer forces exit when tests finish)
- to work around the above the delay and request_timeout values were reduced significantly so that the test process does not sit around idling once tests are finished
