Make sure all lines in OPTICS angle cluster have same `line_slope`

This matches the output format of the poly-line-text reducer.  All text 
in the same angle cluster have the same reported `line_slope` that is 
equal to the average slope of all lines in the cluster.

As a side effect of this, all angles are reported in [0-360) instead of 
(-180, 180].
