Setup Appveyor CI with basic bootstrapper. Send coverage data to coveralls.io for builds from both travis and appveyor jobs. Make readline cross linux/windows compatible. Furthere fine-grain the defined tox environments.

Investigate dataset file name parsing error on windows build
