Update balance sheet API with CRUD (#49)

Adds balance sheet CRUD actions for transactions and balances and also for the balance sheet itself. Removes the `CreateBalanceSheet` view and adds API endpoints to validate that only one balance sheet can be created in a calendar month. Also fixes the cashflow API query to ensure that only the correct accounts are selected. Improves API test coverage with many tests including auth tests.
