fixed flow in action prediciton of map pollicy, fixed tests

`predict_action_probabilities` now internally correctly assigns default
action names to the `action` variable, which is necessary for correct
flow in the conditionals later on
when testing the condition that the previous action was predicted by map
pol, the test now uses a more realistic strings
additionally in the case that map pol did indeed predict the previous
action also check that correct flow was taken by checking that a
prediction was made (not only that it resulted in action_listen)
