Flake8 and pre-commit config

In addition:
* Migrations reformatted using `black`
* `isort` config moved from `pyproject.toml` to `setup.cfg`, for compatibility with `pre-commit`
* Stub `bandit` config to turn off spurious warnings from DeepSource
* Some reformatting and config for `pydocstyle`, which has been left out of requirements as it's not particularly relevant in an app
