test executor: Shorter timeouts for 32-bit OSes (#891)

* setup: Keep a Python 2 compatible Pandas

Pandas 0.25.0rc0 has dropped Python 2 support, so limit the versions to
prior versions until we drop Python 2 support ourselves.  numpy is one
of its dependencies and has also dropped support; limiting it versions
prior to 1.17.0.

* test executor: Shorter timeouts for 32-bit OSes

threading.MAX_TIMEOUT causes overflows on 32-bit OSes, so take the
shorter MAX_TIMEOUT or 1 year in seconds when waiting for the test
executor to finish.
