Fix undefined rule error for feedback (#5445)

* Add a test for no matching rules
Add a feedback test for the case where the subject rule doesn't match a workflow task rule.

* Convert metadata values to strings
Convert values to strings before checking their existence.

* Spec metadataToRules

* Refactor metadataToRules for readability
Reduce an array, rather than working with an object then converting it to an array.

* Test for falsy workflow rule IDs
Check that the code doesn't blow up if a workflow rule ID is set to 0.
