feature(delete-user-account):setup api endpoint for deleting a user account

- setup and test API endpoint for deleting a user account by the user or an admin
- test the endpoint on Postman
- send welcome email to users when they sign up
- prevent users from sending undefined fields when posting Ads, signing up or updating resources
