App installation automation (#419)

* Initial Work on the init function to add channels and dependencies:

Completed dependency installation

Completed interactive installation

Wrapped up allowing defaults in custom service

Completed init script with portal config file option.

Updated Docs. Updated scaffold to include init. Wrapped up init command

Wrap Up commit for app installation via extension approach

All tests passing before making scott suggested changes

Updated init to install, portal config file has more precendence and force local services file option added

Minor changes to get the build working

Moved import to within a function so that partial install may run

Updated to travis ci to get macosx build working

Update to install script to prevent activating env if only miniconda install was requested
