UI Improvements (#685)

* Disabled tooltips for some icons on the frontpage, and on the navigation bar.

* Formatting. Added tooltips for 'Share' and 'Copy to Clipboard' buttons in the editor. Removed more unnecessary icon tooltips.

* Removed icon tooltips for grading interfaces and grading editor

* Updated 'Playground' icon on Navigation Bar. Formatting. TSLint.

* Reverted previous changes to icons in anticipation of migration to @blueprintjs version 3, which fixes the bugs where the Icon titles appear as tooltips in a web browser

* Formatting. TSLint.

* Refactored many CSS class references to use constants provided in @blueprintjs instead of strings.

* Updated to @blueprintjs v3.x.x.

* Fixed 'LOGIN' header to use @blueprintjs headers in v3.x.x. Fixed a bug where icons on buttons created by 'controlButton' function would appear black.

* Fixed more headers and preformatted text to use @blueprintjs v3.x.x.

* Fixed depreciated class name in navigationBar.scss
