Fixes chart loading with old settings (#43)

* fix a bug with non-integer yAxis ticks indexes

* column and value formatter becomes members of instance, binded to this in constructor

* tests update for valueFormattingCallback and columnFormattingCallback

* fixing the case with persents formatting for valueFormattingCallback

* handling of case with invalid non-interger indexes at valueFormattingCallback

* linters fixes + version up

* fix upgraded, tests added, few typo fixes

* Changelog updated
