(cache) reduce cache lookups with singleflight (#2368)

Implements singleflight for redis cache-key lookups. This ensures only
one execution is in-flight for a given cache-key. If duplicate comes in,
the duplicate caller will wait for the original to be returned and
receives the same results.

Synthetic benchmark with caching enabled before Singleflight:
