Refactor #1220 to fix root cause sig parsing issue

Moving signature parsing in to CodeObjects::Base#source=
allows YARD to implicitly re-assign signature when
provided a new source block. This resolves ordering issues
in handlers but also optimizes registration to only assign
signature a single time instead of rebuilding it twice as
it previously did.

Note that the DSL handler still needs a base signature
assignment if no source is attached.
