fix(a11y): improve for <vaadin-select> use case (#392)

* fix(a11y): include input field part in accessible label

Connected to vaadin/vaadin-select#191

When the focused part is not an input field, e. g. in `<vaadin-select>`,
setting `aria-labelledby` with only the label id alone makes the value not
announced. Including both label and value container ids helps.

* fix(a11y): move aria-labelledby and -describedby to focusElement
