Make user creation atomic

Login/user creation was occasionally throwing this error because
of a race condition with getting then creating the user:

`IntegrityError: duplicate key value violates unique constraint
"users_dartmouthuser_netid_key"`

This is fixed by using the atomic `get_or_create` operation.
