Enable CSS validation on Travis

It would be nice to put this into our stylelint configuration but csstree doesn’t support SCSS at all and https://github.com/csstree/stylelint-validator/ doesn’t yet support stylelint 10 so for now we’ll simply test the generated CSS directly:

    npx --quiet csstree-validator static/css/
