Keyring (#100)

* Sync'ed the account public key in the action context when a different account is specified

* changed keys to be stored in ~/.nkeys/keys/<pub>.nk
changed creds to be stored in ~/.nkeys/creds/<op>/accounts/<act>/<un>.creds
deleted cmds related to clusters and servers (as well as support code)

* added GetAccountKeys to the store context to retrieve all the public keys
(main and signers) for an account.

* removed marker keys file, and instead added a keys and creds directory
on migration. Migration test will check that it has at least
the keys directory.

* Added code to insure that the keystore dir is always fully created
Removed tautology on 'accounts' ~/.nkeys/<op>/accounts/<ac> for cred
file paths.

* removed creation of nested .gitignore on cred dir
