Admin: display HTML preview using site CSS

Since people are editing HTML they will quite plausibly want to use things like the Bootstrap CSS classes. This changes the rendering setup to use an iframe which has our site stylesheets loaded for closer fidelity and to avoid inheriting the Django admin CSS.

This starts refactoring the inline JavaScript into a separate source file so it can be linted, etc. following our normal practice. At some point we’ll want to make it generic enough to handle the Markdown preview as well.
