Improve implementation & documentation of collect_related_packages()

PS. The reason the previous change to the test suite didn't break
    on Travis CI (although it failed as intended on my local system)
    is that the result of the previous implementation was dependent
    on the order of entries returned from os.listdir() which can
    differ from system to system (say my laptop vs. Travis CI VMs).
