PedanticAvenger patch Stretch BT (#1269)

* Update to handle stretch systems better.

Only execute bluetoothd control commands as appropriate for operating system.

* Additional handling of Debian Stretch controls

Made all the defined use cases have a variant to be executed on Stretch like Jessie.  These may never get called and if they don't behave correctly will be more straightforward to update appropriately.

* Cleanup of duplication.

* More de-dup
