Fix build errors in MSVC (Windows) (#349)

* Fix build errors in MSVC (Windows)

1. Rename SvtAv1Enc output to "SvtAv1EncShared" to avoid
   name conflict with static library build.
2. Fix build break due to missing "EbFinishTime"
   and "EbComputeOverallElapsedTime".
3. Add -DBUILD_TESTING=ON in appveyor.yml to build unittest.

* Refine build script to build shared or static either

1. build static or shared lib controlled by BUILD_SHARED_LIBS,
   static lib is built by default.
2. refine build.sh to build shared lib by default since unit
   test required shared lib.
