Search and browsing collections

Updates the collection landing pages to provide search and browse
capabilities to collections.

Changes

* edit actions are links within the navbar
* collection search form added to landing page
* browsing collections recycles Blacklight catalog functions
* creates new collection resources controller that includes all the
  features of the catalog controller
