Commit Message

- Added the ability to refine around the spatial MV pred (nearest and near) at the MD level (close loop search).
- The changes are controlled by MV_REFINEMENT_AROUND_MV_PRED macro and they are off by default.
- The search region (SR) is set to 15x15 (-7 to +7) by default. The SR is controlled by REFINMENT_OFFSET Macro.
- The change provided 1.4% bdrate gain on the 360p set.
