Never ignore YouTrackConfig.inactiveStateIds

Previously, any YouTrack-internal ID contained in
YouTrackConfig.inactiveStateIds was ignored if the corresponding state
bundle element was not part of any current state bundle; that is, not
contained in:
GET youtrack/api/admin/customFieldSettings/bundles/state?
fields=values(id)

With this change, any such ID is now respected (as I observed that the
YouTrack activity log may return state bundle element IDs that are no
longer available).
