* Decomposition Code

* Updated changeling

* Removed code for checking equality of operators

* Updated code style

* Improved numerical stability of operator equality check

We should not choose very small values to determine the phase.

* Take care about lint

* Removed dangerous default values

* Minor style fixes

* resolve cyclic import and disable weird lint errors

* Updated method names

* clean up some docstrings

* move is_ismoetry to quantum_info predicates

* allow python array as isometry input, and make Isometry Instruction not Gate
