<a href="https://github.com/wikimedia/parsoid/commit/ed7addbca">Make Nowiki html2wt be like all other extensions + tweak behavior

* If we want &lt;nowiki&gt; to be a duck, it should also quack like a duck
  instead of like a swan, say.

  The html2wt handle method now returns serialized wikitext instead
  of using the serializer state&#39;s emitChunk method.

  This will matter for the PHP port where we have an interface with
  a fixed signature for all extensions to comply with.

* Tweaked behavior of the extension to discard comments embedded in
  the nowiki since they will never roundtrip html2html. wt2html never
  emits embedded comments in nowiki blocks.

  This is a change in behavior compared to master.
