Set the current user when creating works and file sets

This fixes a few bugs:

* current user wasn't being applied to the change set even
  if it did have the method available

* current user also needed to be applied to file sets created in
  transactions

* current user should be passed along during csv import

12 of 12 new or added lines in 4 files covered. (100.0%)
